A webbing retractor, a control method thereof, and a vehicle provided with the same are provided to restrict load which is applied to occupants in a vehicle from a webbing by using a force limiter, and to increase load limit level of the force limiter in an initial stage with simple structure. A webbing retractor comprises a take-up shaft(20) and a pretensioner mechanism. A webbing is wound around the take-up shaft. As the take-up shaft rotates in the take-up direction, the webbing is wound. As the take-up shaft rotates in the pull-out direction, the webbing is pulled out. In an emergency, the pretensioner mechanism operates to rotate the take-up shaft in the take-up direction. In an emergency, a force limiter rotates the take-up shaft in the pull-out direction, restricts load which is applied to occupants in a vehicle from the webbing to limit load, and switches the limit load to low load or high load. A first switching component is set in a switching mode by the pretensioner mechanism. A second switching component(44) operates by the first switching component set in the switching mode.
