PROBLEM TO BE SOLVED: To impart water-resistant and durable flame retardancy to an interior decoration material for an automobile or the like. SOLUTION: The flame-retarding treatment liquid comprises an aqueous solution of a precondensate of a phenolic resin and, dispersed therein, an ammonium polyphosphate particle having water solubility of at most 5 mass%. In the treatment liquid, a phenolic resin coating is formed on the surface of the ammonium polyphosphate particle and imparts water resistance to the particle. COPYRIGHT: (C)2008,JPO&INPIT
