<P>PROBLEM TO BE SOLVED: To provide a sound-absorbing and sound-insulating composite material capable of efficiently absorbing and insulating noises at a frequency of 500 Hz or less. Ž<P>SOLUTION: In this sound-absorbing and sound-insulating composite material, a plastic foam member is laminated on at least one side of a sheet member in which a fiber sheet with an open hole is impregnated with a composite material composition containing porous inorganic matter, metal particles and a binder. Furthermore, in the sound-absorbing and sound-insulating composite material, the sheet member and the plastic foam member are laminated in this order on one side of a flame-retardant sheet.
