PROBLEM TO BE SOLVED: To provide a method and device for production of a solid fuel for firing cement which dries the combustible material of a processing object containing a flammable volatile material while preventing ignition to flammable volatile materials and reducing the risk of fire generation, and does not lower the fuel economy of a cement firing facility.SOLUTION: A method for production of a solid fuel for firing cement is characterized by drying the combustible material of a processing object using a drying fluid which has a temperature lower than the flash point of the combustible material, and is adjusted to an oxygen concentration in which the concentration of a flammable volatile material in the drying fluid becomes lower than the lower limit of a combustion range of the flammable volatile material.SELECTED DRAWING: None
