PROBLEM TO BE SOLVED: To provide an elevator control operation device for quickly performing a control operation in earthquakes when long-period earthquakes with low acceleration happen, and to provide an elevator. SOLUTION: The elevator control operation device comprises: a deflection detection optical system 13 including a projecting part 11 and a light receiving part 12 for projecting or receiving a light along an elevator hoistway 1; a deflection amount detection part detecting a deflection amount of the elevator hoistway 1 based on a light reception result of the light receiving part 12; and a control signal output part outputting a control signal, which switches a normal operation to the control operation in earthquakes, to an elevator motion control part based on a deflection amount detection result of the deflection amount detection part.
