PROBLEM TO BE SOLVED: To provide an asbestos treatment agent of an aqueous solvent for detoxifying asbestos by a chemical bond. SOLUTION: Asbestos being a treatment object can be wetted as a whole by the asbestos treatment agent, which contains a polymer having a polyamine skeleton, a trivalent or above silane compound and water because the polymer having the polyamine skeleton shows good affinity with respect to asbestos. Further, the asbestos treatment agent functions as the catalyst of the condensation reaction of the trivalent or above silane compound and the foothold of the condensation reaction. Accordingly, the trivalent or above silane compound forms the good chemical bond along with asbestos simultaneously with the formation of a cured matter due to condensation reaction and asbestos is integrated with a continuous layer of silica.
