PROBLEM TO BE SOLVED: To provide a composition for forming a rigid polyisocyanurate foam using only water as a foaming agent, exhibiting excellent flame retardancy and adhesion, and capable of reducing the density; to provide a method for producing a water-foamed rigid polyisocyanurate foam by using the composition; and to provide the water-foamed rigid polyisocyanurate foam obtained by the production method. SOLUTION: The water-foamable composition for forming rigid polyisocyanurate foam is obtained by using in combination with a tetraalkoxysilane an organic polyisocyanate composition comprising an isocyanate group-terminated prepolymer, a low-molecular weight ester-based compound liquid at normal temperature, and a polydimethylsiloxane-polyether copolymer. The isocyanate group-terminated prepolymer is obtained by reacting a poly(oxypropylene)polyol having≤600 number average molecular weight and a polyether polyol having≤20 mass% content of an oxyethylene group in the repeating unit, with MDI and an organic polyisocyanate containing an MDI-based polynuclear condensate.
