<P>PROBLEM TO BE SOLVED: To provide a technique for improving preservability of photographed images in an in-vehicle navigation unit for taking in the images around a vehicle photographed by an in-vehicle camera. <P>SOLUTION: The in-vehicle navigation unit takes in photography images from the camera in each transmission timing of images following set frequency (110) and immediately transmits the fetched photography images to a recording center (150). The in-vehicle navigation unit estimates a general difficulty of safe driving on the basis of a moving state of an object in a photographed image, the difficulty of driving attributed to outside the vehicle, the difficulty of driving attributed to behaviors of the vehicle, the degree of driving difficulty attributed to crew of the vehicle, and the like (120 and 130).
