PROBLEM TO BE SOLVED: To provide an edit apparatus capable of generating a video stream whereby reproduction processing at a plurality of reproduction speeds is facilitated. SOLUTION: The edit apparatus 300 recognizes that a multiple of a photographing speed of a high speed camera 220 is 4 and sets the recognized multiple of the photographing speed to be an M value of the video stream. The edit apparatus 300 codes frame image data from the high speed camera 220 on the basis of the M value to produce display data including I pictures, P pictures, and B pictures. The edit apparatus 300 generates a sequence header wherein a frame rate is set to a multiple of one, that is, the sequence header denoting that photographing is executed at a single multiple photographing speed.
