PROBLEM TO BE SOLVED: To suppress decrease in coding efficiency due to high speed of image coding.SOLUTION: A slice 1 processing section 153 encodes each macro block line of slice 1 from the bottom to the top. The slice 1 processing section 153 encodes each macro block depending on the state of a macro block just left of the processed macro block, and a macro block just below the processed macro block. A slice 2 processing section 154 encodes each macro block line of slice 2 from top to bottom. The slice 2 processing section 154 encodes each macro block depending on the state of a macro block just left of the processed macro block, and a macro block just above the processed macro block.
