PROBLEM TO BE SOLVED: To provide a method for producing an emulsion composition capable of producing an emulsion composition having an average particle size of less than one fold of the pore size of a porous membrane which is used for passing therethrough when in re-emulsification with an amount of an emulsifying agent of not more than 1 wt.%. SOLUTION: The method for producing the emulsion composition comprises the steps of: precedently producing a preliminary emulsion composition of two liquids which do not dissolve each other by means of an emulsifying agent; and passing the obtained preliminary emulsion composition through the porous membrane having an even pore size to re-emulsify, wherein the preliminary emulsion composition having an average particle size of greater than 20 folds of the pore size of the porous membrane is precedently produced from an outer phase part containing the emulsifying agent and an inner phase part, and the obtained preliminary emulsion composition is passed through the porous membrane having the even pore size with a pressure of equal to or greater than 0.1 MPa to produce the emulsion composition having an average particle size of less than one fold of the pore size of the membrane.
