<P>PROBLEM TO BE SOLVED: To provide a plastic grout material usable for all portions, particularly for a rear surface cavity of a lining concrete with thin lining, and easily controlling an introduced air quantity. <P>SOLUTION: To manufacture a plastic grout material according to the method of manufacturing by this invention, a hydraulic kneaded material is firstly manufactured by kneading water, sand, and cement (101). Besides, a thickener slurry is manufactured according to the following procedure. A foaming agent-added solution is manufactured by adding the foaming agent to the water and stirring and mixing the mixture (102). A foaming agent such as an alkyl sulfate surface active agent can be used. Next, a bentonite as an inorganic thickener is added to the foaming agent-added solution generated by the stirring and mixing, and the mixture is stirred and mixed to manufacture the thickener slurry (103).
