PROBLEM TO BE SOLVED: To decrease a delay time of real time packets and to enhance the throughput of non-real time communication in a system employing an IP communication network to execute real time communication. SOLUTION: A high priority communication packet buffer section 202 stores real time packets from parts where the real time packets and non real time packets are multiplexed, a low priority communication packet buffer section 203 stores the non real time packets, the packets stored in the high priority communication packet buffer section 202 are transmitted to an output channel via an IP packet transmission section 204 with high priority, a connection monitor section 605 manages a state of communication calls by the real time packets, a call discrimination section 606 discriminates whether or not the communication call of the real time packets is set, and a packet division section 607 divides the packets only when the call of the real time packets is set.
