PROBLEM TO BE SOLVED: To provide an image processor and an image processing method by which the deterioration in the image quality is suppressed and the coding efficiency of image data is increased by storing edges where edges are needed by characters or the like and storing a contrast where the contrast is needed by a photograph or the like. SOLUTION: A comparing means compares the average values of the density in color of a high-density area and a low-density area. A switching means selects either the average value of the total density (reference density value) which is the average value of pixel density of pixel blocks or the average value of the two average values of the density according to the result of comparison. The characteristic of the image is stored by coding the selected value by the coding means and the coding efficiency can be increased.
