PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of responding to both requirements of the continuation of heating a filament electrode after a discharge lamp has been switched off and another for stoppage of heating the filament electrode, after the discharge lamp has been switched off, and capable of attaining power saving, and to provide a luminaire that uses the device. SOLUTION: This discharge lamp lighting device DLO is equipped with a dc power supply, an inverter lighting main circuit DOC, having an inverter the input end of which is connected to the dc power supply and a load circuit, to which the discharge lamp connected to the output end of the inverter is connected; and a control circuit CC which receives an outside light control signal to control optical output of the inverter lighting main circuit, according to light control instructions contained in the signal, and which is structured so that a first switch-off mode to bring the discharge lamp into a switched-off state with a filament electrode heated, according to the light control instruction value and a second switch-off mode to bring the discharge lamp into the switched-off state, without having to heat the filament electrode can be set.
