PROBLEM TO BE SOLVED: To provide a manual stamper having a constitution, which develops no excessive delivery of ink even under the condition that a seal is too much pressurized and, at the same time, damages no paper. SOLUTION: This manual stamper for stamping on a paper set on a stamping stand through lowering the seal by operating an operating lever consists of the operating lever, which is journaled pivotably and back and forth movably through a spindle on the rear end side of a frame uprightly elected on the stamping stand, and an depressing part provided on the operating lever under the condition that the seal comprising an osmotic stamp and a seal holder for holding the osmotic stamp, an engaging shaft connecting with the upper end of the seal holder and an elastomer arranged between a compressing part provided on the engaging shaft and an elastomer pad are provided within the frame.
