PROBLEM TO BE SOLVED: To provide an initial signal generator circuit of a ring oscillator capable of securely starting the re-oscillation thereof, when re-oscillating after suspending the oscillation of the ring oscillator during the oscillation operation after switching on the power. SOLUTION: An initial signal generator circuit 7 is initiated on the basis of an enable signal XENO in regard to the initiation of a bias generator circuit 4 for generating a bias voltage V1. When the bias voltage V1 generated by the bias generator circuit 4 becomes a predetermined value, the initial signal generator circuit 7 generates initial signals PG, NG for initializing the ring oscillator.
