PROBLEM TO BE SOLVED: To provide an electrifying device which can mitigate stress caused by electrifying an image carrier surface to reduce the wear of the image carrier and is excellent in uniform electrifying property, and to provide an image forming apparatus using the electrifying device and capable of extending its service life. SOLUTION: The electrifying device is provided with an electrifying roll and a voltage applying means applying voltage which is superposed DC voltage and AC voltage to the electrifying roll. The electrifying device electrifies the image carrier by allowing the electrifying roll to abut on the image carrier. The AC current (Iac) flowing to the electrifying roll fulfills a formula (1): Iac/I(inflection)≤1.2 (I(inflection) expresses inflection point of Iac) and the electrifying roll fulfills the conditions of (a) deflection in an outer diameter is 0.1mm or less, (b) resistance is 9.0 logΩor less and (c) variation in resistance is 0.5 logΩor less in the electrifying device and the image forming apparatus uses the electrifying device.
