PROBLEM TO BE SOLVED: To contribute to reduction of calculation load required for the detection of traffic burst in a mobile communication network.SOLUTION: A first computer (6A) executes burst detection calculation of a first signaling traffic in a first local area (7A) repeatedly according to a first schedule. The first signaling traffic is related to signaling messages from a plurality of wireless terminals (3) processed by a control entity (5B) in the first local area (7A). A second computer (6B) executes burst detection calculation of a second signaling traffic in a second local area (7B) repeatedly according to a second schedule different from the first schedule.
