Upload quality and download quality is all measured by the subscriber terminal without using an additional measuring server, and costs for constructing an Internet quality measuring system is saved. Moreover, accuracy and reliability in measuring quality of the subscriber section is maintained and improved, regardless of change in the amount of traffic of the Internet backbone network.
