Provided is a user device used in a mobile communication system that supports D2D communication. The user device includes: a setting means that receives D2D gap configuration information from a base station and sets a D2D gap on the basis of the D2D gap configuration information; and a communication means that uses the D2D gap to monitor a different-frequency D2D signal. The user device is configured such that the D2D gap that is set on the basis of the D2D gap configuration information is a time segment having a prescribed length of time allotted in the time domain on the basis of a time-hopping pattern.
