A relief patterned plastic panel comprises a plastic substrate pref. with cross bars on one face and whose other face is pref. planar so that a number of plastic elements with a relief pattern on them can be positioned on it. A fixing arrangement is provided to sense the elements to the substrate loosely so that they can be moved around to the required positions and alignments before being welded to the substrate by a high frequency welder. Embossing the relief pattern on a substrate partic, PVC doesn't produce a clear cut pattern, whilst normal welding techniques for securing the elements to the substrates do not ensure correct alignment of the elements and may cause deformation. These disadvantages are eliminated.
