PROBLEM TO BE SOLVED: To suppress deterioration of fuel economy caused by an increase in power consumption of an oil pump after completion of warming-up.SOLUTION: A cooling and lubricating device for an internal combustion engine includes: a water control valve 18 for taking in cooling water at least on the downstream side of a radiator 11 and the downstream side of a heater core 13 to control a flow rate of the cooling water supplied to a water pump 17 between the radiator and the heater core; an oil control valve 21a that performs selective control to supply lubricating oil to the internal combustion engine 10 by passing through an oil warmer 15 or bypassing the oil warmer; and a control circuit (ECU 22). The control circuit controls the oil control valve to supply the lubricating oil that has bypassed the oil warmer to the internal combustion engine when a temperature of the cooling water is a temperature threshold value or higher.SELECTED DRAWING: Figure 1
