PURPOSE:To obtain the titled cellular material having excellent hygroscopicity, water-retainability, chemical resistance, and mechanical strength, and having an elastic feeling in dried state as well as moistened state, and useful for a cosmetic puff, etc., by sulfating an open-cell cellular material of crosslinked polyolefin, and neutralizing the product with an alkali. CONSTITUTION:A crosslinked polyolefin foam (preferably a foam made of a polyethylene/vinyl acetate resin, and having a vinyl acetate content of 10- 25wt%, expansion ratio of 10-70%, and continuous cell ratio of >=80%) is sulfated with a sulfating agent (preferably sulfuric acid, sulfuric anhydride, fuming sulfuric acid or chlorosulfonic acid), and the sulfated product is neturalized with an alkali to obtain the objective cellular material.
