PURPOSE:To assume the value of an evaluation function for a truth/false decision different when dissident picture elements are converged locally and when the elements disperse entirely, and to collate different pictures with each other with high precision by providing a video memory part, video memory control part, etc. CONSTITUTION:A processing part 502 which controls the whole and the video memory control part 505 which controls a main memory 503 stored with a program and data and the video memory 504 stored with the superimposing result of a collated picture and a registered picture are connected to the data, address, and control bus 501 of a picture collation system. This processing part 502 supplies picture element coordinates to the control part 505, which reads all specified picture elements of the superposing result stored in the memory 504 and counts dissident part. Then, a corresponding frequency in a corresponding frequency table is updated to scan the picture successively, and the product sum of weight vectors registered previously is calculated and compared with a registered threshold value to obtain the evaluation function, thereby performing picture collation with high precision.
