PURPOSE:To reduce a transmission time and to improve a transmission speed by controlling the start/stop of coding and the insertion of a fill bit from various conditions of a receiving machine and a data amount of a buffer memory at a transmission side storing a coding data. CONSTITUTION:A black/white binary data outputted from a reader 11 is inputted via a coder 12 and transferred to a receiving side via a modulator 14. These operations are controlled by a system control unit 15. The received coded data is demodulated by a demodulator 24 at the receiving side, decoded into the black/white data via a buffer memory 13 and a decoder 22 and applied to a recorder 21. The start/stop of coding and the insertion of a fill bit are controlled from various conditions of the receiving machine and the data amount of the buffer memory 13 at transmission side storing the coding data.
