Methods and apparatus are provided for a base station to indicate to a user equipment (UE) configured for operation with carrier aggregation a resource for a transmission of a physical uplink control channel (PUCCH) format that conveys acknowledgement information from the UE, and for the UE to determine the resource and a transmission power for the PUCCH format.
