PURPOSE:To keep always a water storage tank in hygienically good condition whenever a transit tank is in a waiting condition for sale, by discharging always and completely water in the water storage tank during the waiting condition for sale wherein the transient tank is charged with a mixed solution. CONSTITUTION:A dispenser is equipped with the detecting part 28 for the liquid level of a mixed solution in the transit tank 5, the water feed pipe 13a connecting the water storage tank 13 to the tank 5, having the pump motor 12, the waste pipe 13d having the waste valve 13c connected to the tank 13, the water feed pipe 24 having the water feed valve 23 to feed water to the tank 13, and level detecting parts 25 and 26 to detect the liquid level of water in the tank 13. Namely, when the detecting part 28 for liquid level of water is closed, water is sent from the valve 23 to the tank 13, and the level detecting parts 25 and 26 require operation of the motor 12, the valve 13c is made in closed state, and, the valve 13c is in open state during a period from the suspension of the motor 12 to a time when the detecting parts 25 and 26 are closed again. Consequently, the tank 13 is always made empty when the tank 5 is in a waiting condition for sale.
