PURPOSE:To provide a ground conditioner which has a long solidification - initiating time and makes it possible go dig and stir the adjoining zone even after a long time has a elapsed after application, by blending a hydraulic cement, a latent hydraulic material and gypsum. CONSTITUTION:20-60wt% Hydraulic cement (e.g. potland cement having a Blaine specific surface area of 1,000+ or -300cm<2>/g and contg. 55-70wt% residue on a standard 44mu sieve), 30-70wt% latent hydraulic material (e.g. blast furnace granulated slag having a Blaine specific surface area of 4,000cm<2>/g or above and contg. not more than 8wt% residue on a standard 44mu sieve) and 0-20wt% gypsum (mainly composed of gypsum dihydrate) are mixed together.
