PURPOSE:To treat efficiently the surplus water, to make the size of the apparatus small, and to simplify the structure by allowing the surplus water generated from the dredging and reclamation work of harbors to flow into a tank in the tangential direction to spiral the inflowing surplus water. CONSTITUTION:Inflow pipes 4 for allowing the surplus water to flow along the tangential direction of the inner circumference of a tank are connected to the lower end part of the tank 1 which is formed into a vertical cylindrical shape to give a spiral flow to the surplus water flowing into the tank. Accordingly, the surplus water goes upward while spiraling in the tank. At the initial stage of the operation, the flocculation and enlargement of the diameter of the particles suspended in the surplus water are promoted, and a sludge blanket layer 7 is formed in the tank by settling. The layer 7 is sufficiently agitated by the spiral flow of the inflowing surplus water, and the deflection of the flow in the blanket is prevented. Stable flowing of water is obtained in this way, and the particles suspended in the inflowing surplus water are sufficiently adhered to the flocculated sludge in the blanket layer 7.
