PURPOSE:To obtain the titled polymer suitable for impact resistance modifiers for epoxy resins, etc. in high yield, by polymerizing 1,3-butadiene, etc. in a solution of diazocyanic acid in acetone and water obtained by a specific method. CONSTITUTION:100pts.vol. concentrated aqueous solution of a reaction product, obtained by reacting one mole heto acid, e.g. levulinic acid, with one mole cyanogen compound, e.g. HCN or NaCN, and 0.5mol hydrazine, e.g. hydrazine hydrate, at 35 deg.C or below, and having 100:10-120wt. ratio between the water and keto acid (Na salt thereof) is mixed with 100pts.vol. or more acetone to give a solution of the reaction product in the acetone and water. Chlorine gas is then added to the resultant solution to oxidize the above-mentioned reaction product and form a diazocyanic acid of the formula, e.g. 4,4'-azobis(4-cyanovaleric acid). The composition of the acetone and water is adjusted to 85:15-98:2 between the acetone and water to separate and collect the solution in acetone and water. 1,3-Butadiene, preferably further together with acrylonitrile is added thereto and (co)polymerized.
