PURPOSE:To stably operate a plant and to attain to reduce plant constructing cost and operation cost, by interposing a pillar which is poor in heat conductivity between the bottom wall of a housing apparatus and the foundation of a building. CONSTITUTION:A plurality of units 3 are arranged on the foundation of a building in such a state that pillars 2 which is poor in heat conductivity are interposed therebetween. In a broad classification, each unit 3 is constituted of a housing apparatus of which the bottom wall and side walls are formed of members having good heat conductivity, plural machineries 6, a good heat conductor 9 thermally connecting the upper end parts of the machineries 6 and two system cooling medium passages 10, 11 respectively arranged along the outer surfaces of the side walls of the above mentioned housing apparatus 4 and the outer peripheral surface of the bottom wall thereof. In this case, because the temp. of each machinery 6 of the units 3 is almost determined by the relation of the temp. of the cooling medium of the cooling medium passages 10, 11 and the generation of heat in each unit 3 as well as the temps. of the housing apparatus 4 and the building, the capacity of each machinery 6 can be kept constant even in a state having no air conditioner and the building cost and operation cost of a plant can be reduced.
