PURPOSE:To execute effectively segmenting from the background of a recognized object shape on a picture by applying a floating threshold to an output value of an A/D convertor to obtain a binary picture. CONSTITUTION:Analogue signals from an image pickup device 1 such as a television camera are made into variable density level signals of respective colors by filters 2, 3 and 4 of three light primary colors, red, green and blue and inputted to an operational circuit 5. After the peak value of an analogue output signal in the operational circuit 5 is set to a specified value by an automatic gain circuit 7, it is converted into a digital value by an A/D convertor 8. Moreover, a TH-LVL is decided by variable density levels around the noticed picture element by this digital picture in a floating TH-LVL (threshold at a specified level) generating circuit 9, and a comparison binary circuit 10 compares the TH-LVL with variable levels of the noticed picture element concerned. Then ''1'' and ''0'' of the picture element concerned are decided and a binary picture can be obtained.
