PURPOSE:To make it possible to accurately measure static electricity so as to obtain a measuring result with reproducibility, by detecting static electricity by assembling a high resistor for dividing detection voltage and an optical type voltage sensor for detecting divided voltage in a container. CONSTITUTION:A first resistor R1 and a second resistor R2 are connected in series and the former is connected to a detection electrode 22 by a head wire 24 while the connection wire 25 of the latter is led out to the outside of a container 21. A voltage applying wire 26 is connected to both terminals of the second resistor R2 and an optical voltage sensor 1 detects voltages at both terminals of the second resistor R2. Both optical fibers 7, 10 are led out to the outside along with on earth wire 25 as a covered cable 27 and guided to an indication part 19. For example, if the container 21 is suspended in an oil tank by the covered cable 27 and the detection electrode 22 is immersed in oil, the potential of an oil surface B can bae detected and, because the detection electrode 22 is exposed to the outside, static electricity can be accurately measured without receiving the influence of a synthetic resin container and insulating resistance due to radioactive rays.
