PURPOSE:To prevent dangerousness, by arranging a discharge electrode in the vicinity of a conveyor provided to this side of a painting position and applying high voltage between the discharge electrode and the conveyor to form an electrostatic field between the discharge electrode and an article to be painted. CONSTITUTION:When the main switch 33 of a control apparatus 1 and the power switch 35 of a high voltage generation apparatus 2 are closed, power source voltage is inputted to the high voltage generation apparatus 2 and high voltage is outputted to the output side thereof to apply negative voltae to a discharge electrode 5 and an electrostatic field is formed between the discharge electrode 5 and the article (h) to be painted passing in front of said electrode 5 while fed by a conveyor C and a negative ion current directed to the article (h) to be painted is generated from the discharge electrode 5. When high voltage static electricity is accumulated to a hanger (f) or the article (h) to be painted, spark discharge is generated and an electromagnetic wave is generated. The electromagnetic wave is absorbed by an antenna 22 and a high frequency current is outputted to the output side of a tuning circuit 23 to generate a spark discharge detection signal.
