PURPOSE:To enable the stable start and uniform speed of a water wheel even in a low head region by setting a speed setting device at a higher position than the rated speed of rotation before starting, and carrying out a speed uniforming operation by means of a load limiter. CONSTITUTION:A speed setting device 11 is elevated before starting a water wheel, with its set value 65F being set in a position a certain value higher than the rated speed of rotation. The water wheel is gently started by means of a load limiter, and a speed uniforming device 8 is operated when the speed of roration reaches B. Since the speed set value 65F is set higher than the rate speed of rotation, the guide-vane opening 74 is always controlled by an opening limiter. Therefore, since the closing operation for the guide vane, due to the signal of an opening target 65, is not carried out midway while starting, change in the flow rate of the water wheel is gentle, enabling stable starting. |
