PURPOSE:To reduce installation cost and an installation floor area obtaining drinking water of which the water quality is converted, by obtaining distilled water by treating brine with a brine desalting apparatus and dissolving carbon dioxide generated by this operation in the distilled water. CONSTITUTION:A scale inhibitor is added to the stock brine supplied from a supply pipe 5 by an injection apparatus 3 while said stock brine is successively heated to high temp. through the condensers 4 of an evaporation chamber 2 and supplied to evaporation chambers 2', 2'' as high temp. steam, while heated by a brine heater 1, to perform flash evaporation. Steam is condensed by the condensers 4 to be converted to distilled water which is, in turn, taken out from an outtake pipe 8 to be sent out of the system through a calcium carbonate dissolving apparatus 11. The gas generated in each evaporation chamber 2 contains carbon dioxide and sucked by a water ejector 16 through a vacuum generation apparatus 14 and guided to an air vent pump 19 opening the emitting pipe 18 of said ejector 16 to the open air to exhaust air and, thereafter, supplied to a distilled water feed-out pipe 10 through a pipe 20 with a pump 26.
