PROBLEM TO BE SOLVED: To provide an embossing device capable of making clear uneven patterns formed at a base material which has passed through a nip part, and to provide a receiving roll and an embossing method.SOLUTION: An embossing device 1 includes: an embossing roll 10 having an embossing plate 12 on its outer peripheral surface; and a receiving roll 20 which is provided so as to face the embossing roll 10 and has an outer peripheral layer 22 formed by foamed rubber. The embossing roll 10 is pressed against the receiving roll 20, and uneven patterns are formed to a sheet-like base material W passing through a nip part N formed between the embossing roll 10 and the receiving roll 20 by the embossing plate 12.SELECTED DRAWING: Figure 2
