PURPOSE:To find out a precise counting ratio immediately after operation check by reading out a pulse rate value corresponding to an operation mode to execute the arithmetic processing of the pulse rate value found out every sampling period. CONSTITUTION:Respective counting ratios found out by a counting valve arithmetic part 11 consisting of a microprocessor 11-2, a program ROM11-4, a RAM11-5, etc. on the basis of a pulse input signal and a test signal which are inputted to an operation mode change-over switch SW having a measuring mode terminal S1 for inputting a pulse input signal and a test mode terminal S2 for inputting a test signal are stored in each measuring mode and testing mode. When the connecting state of the operation mode changeover switch SW is detected and the switch SW is turned from the test mode to the measuring mode, the current counting ratio is found out by regarding the preceding counting ratio based upon the pulse input signal as an initial value.
