PURPOSE:To accurately judge bad rotation of an oil pump by judging the rpm of a second shaft by coupling the second shaft of the oil pump and a drive shaft with each other with use of frictional engagement means sliding over prescribed torque. CONSTITUTION:First and second shafts 1 and 2 are coupled, and with load beyond a prescribed value applied to the second shaft 2 due to bad rotation of an oil pump shaft 9, sliding is provided between the first and second shafts 1 and 2 to cause the second shaft 2 to be dropped in its rpm in response to the amount of the applied load even if the first shaft 1 is rotated in the same rpm as that of a motor 7. In addition, the rpm of the second shaft 2 is detected by a disc 4 and a proximity sensor 6 provided on the second shaft 2 so as to be rotated in synchronization with the second shaft 2, and it is judged by a judgment device 10 whether or not said detected rpm is less than prescribed one.
