PURPOSE:To obtain a small-sized and highly responsible device by digitizing and storing an analog signal in a semiconductor integrated circuit memory, and reading and reconverting it into the analog signal. CONSTITUTION:Representative data is supplied to an adder 25 firstly and added to the output data of an encoder frame memory 23 to obtain data that a video input signal approximates, i.e. partially decoded data (signal), which is supplied to the data input terminal of the encoder frame memory 23. The encoder frame memory 23 writes the data input with address data from an encoder frame memory address counter 26 and reads it out to output the data input to its output terminal with a delay of a frame period. Further, the representative data outputted by a quantizer 24 and the encoder frame memory address data outputted by the encoder frame memory address counter 26 are supplied to a variable length encoder 27 and converted into encoder output data at an encoder data output terminal 3, so that the data is compressed into a less amount of data.
