PURPOSE:To achieve running at a stable speed even on a rough road surface for improved driving by providing a vehicle speed detector, a forward/backward running discriminator and a speed limiting means so as to limit the vehicle speed to a predetermined speed according to the forward or backward running. CONSTITUTION:A vehicle speed detector 22 is mounted on a front wheel, and a forward/backward running discriminator 34 includes three D-type flip-flops 36, 38, 40, AND circuits 42, 44, a counter 46 and a clock 48. Speed limiting means includes a D/A converter 52, resistors 54, 56 for setting respective speeds at forward and backward runnings, a comparator 58, an angular delay circuit 60 and a solenoid 62. Then, when the vehicle speed reaches a set speed according to the forward or backward running, the comparator 58 transmits a high- level signal to the angular delay circuit 60, which in turn angularly delays the ignition timing of an ignition plug 64. When the output of the comparator 58 is at a low level, the ignition plug 64 is ignited at the normal ignition timing.
