PURPOSE:To eliminate a delay caused by a communication circuit, by providing a transmission control means consisting of the first interface operated by the same transmission control procedure as that of a receiving terminal part, a buffer for accumulating receiving data, and the second interface for outputting its data to a terminal part. CONSTITUTION:A titled equipment is constituted so that a transmitting terminal 1a and a receiving terminal 1b can be connected without changing a BSC protocol which both the terminals have, a response signal is transmitted to the terminal 1a instead of the terminal 1b, and also as for the terminal 1b, a text from the terminal 1a is transmitted to the terminal 1b. In this state, a terminal transmitting buffer 5 accumulates a text which has been received by a terminal circuit interface (IF)4. A communication circuit IF6 has a protocol for executing communication through through a communication circuit 2, and a buffer 7 accumulates the text from the transmitting terminal 1a which has been received by the IF 6. A module 8 monitors the number of texts which have resided in the buffer 7, and instructs a link control operation to the IF. In this way, the terminal 1a is not influenced by a delay between a transmitting side adaptor 3a and the terminal 1b.
