PURPOSE:To obtain the uniformity of conductivity, durability, ease of application, etc. in the formation of a conductive coated film constituted of a synthetic high-polymer binder and conductive powder by forming a base layer and surface layer so as to have specific surface resistance values and to have the ratio thereof within the range of a specific value. CONSTITUTION:the a) base layer is the coated film having <=10<9>OMEGA surface resistance value measured by a measuring method specified in JIS K-6911, the b) surface layer is the coated film having 10<7>-10<12>OMEGA surface resistance value measured by the measuring method specified in JIS K-6911 and the ratio of the surface resistance value of the b) surface layer/the surface resistance value of the a) base layer is >=1, more preferably >=10<1> in the formation of the conductive coated film constituted of the synthetic high-polymer binder (e.g.; epoxy resin) and the conductive powder (e.g.; Al powder). The pigment volume concn. of the paint for forming the surface layer is made 5-40% and the adhesive strength of the surface coated film to the base layer coated film is made >=1kgf/ cm<2> value measured by the measuring method specified in JIS A-6909. As a result, the uniformity of conductivity, durability, ease of application, etc. are obtd.
