CONSTITUTION:A press roller 32 is urged by an elastic member 32b so that the tapes T... cut by a plurality of round cutting edges 23a of a cutting tool 23 are nipped by a metal roller 21 and a rotary driving roller 31, and the disturbance and meandering are prevented by eliminating the in-air traveling of the tape T. A tape taking-up rod 42 rolls, urged onto a rotary driving roller 31 by an elastic member 41a, and the tape T... is taken-up always in contact state, and therefore, the taking-up in arranged state free from disturbance is permitted. Therefore, even if the transport speed of a cut article and a tape is high, the superior meandering preventing performance can be obtained by the simple and low-cost structure.
