PURPOSE:To prevent the occurrence of rise and fall of the number of revolutions during OFF of a load, by a method wherein control amount for a given load is added during ON of a load, and during OFF of a load, releasing characteristics of a control amount for a load is changed according to a feedback control amount prevailing during ON of a load. CONSTITUTION:A titled device has an electromagnetic valve 15 in a bypass passage 14 installed so as to run about a throttle valve 12 in an intake air passage 10, and in a control unit 16, the number of revolutions of an engine is converged to a desired value by controlling the opening of the electromagnetic valve 15 by means of a deviation between the desired number No of revolutions, determined according to the operating state of an engine and the actual number N of revolutions, detected by a number of revolutions sensor 18. In which case, a load sensor 19 is provided for detecting ON and OFF of a load, such as air conditioner. Control is effected in a way that, during ON of a load, a given control amount for a load is added, and during OFF of a load, releasing characteristics of said control amount of the load is changed according to a feedback control amount prevailing during ON of a load.
