PURPOSE:To enhance economical efficiency, by arranging an inside container in an outside container in a detachable manner and forming an opening to the outside container so as to flow scattered water in the outside container from the upper surface thereof. CONSTITUTION:Solid chemical agents 7 are received in the split parts of an inside container 1 in a stacked state and said split parts are assembled by a cover surface 9. A piercing passage 6 is engaged with and inserted in the tower like wall 15 of an outside container 12 to be assembled therewith and horizontally attached to the space in the scattered water pit 20 of a cooling tower 19. Scattered water is received by the upper surface opening part of the outside container 12 and a part thereof is flowed in the inside container 1 and, at the same time, excessive water is flooded out of the container 1 and the water stream flowed in the inside container 1 is made constant to make an inflow amount constant. A constant amount of the chemical agent is eluted in cooling water passing through the inside container 1 and injected in the scattered water pit 20 to make the concn. of the chemical agent in cooling water proper.
