PURPOSE:To realize high responsibility and stability and minimize fuel consumption amount by providing an objective intake air amount setting unit determining intake air amount and an optimum regulator determining feedback amount of fuel injection amount and throttle opening. CONSTITUTION:An objective intake air amount setting unit M10 receives infor mation from an idle rotating number setting unit M9 and determines intake air amount. An adding integration type optimum regulator M11 determines feedback amount of fuel injection amount and throttle opening respectively, and outputs fuel injection valve M2 drive signal and actuator M4 drive signal. Thus, fuel consumption is minimized while realizing high responsibility and stability.
