PURPOSE:To improve the safety by installing a controlling valve which is opened when a primary pressure of a remote-control valve is reduced under a preset value to reduce pressure of pressure oil going to the remote-control valve, in a pipe passage between the remote-control valve and an actuator. CONSTITUTION:A controlling valve 18 which is opened when a primary pressure of a remote-control valve 12 is reduced under a preset value to reduce pressure of pressure oil going to the remote-control valve 12 is installed in a pipe passage 17 through which pressure oil inside an actuator 6 generated in accordance with positional energy of a load is carried to have the remote-control valve 12 subjected to the pressure oil. Thus pressure oil inside the actuator 6 can be reduced and automatically function as a primary pressure of the remote- control valve 12 so that the need of a remote-control valve 12 having high pressure-resisting characteristics will not be eliminated, various troubles occurring at the primary pressure supply side be countermeasured and a service machine be operated with higher safety.
