PURPOSE:To measure a voltage variation rate precisely on real-time basis without reference to variation characteristics by taking a measurement by using a scale of measurement unit time which is shifted by a minimum time while overlapping the voltage variation rate self-correlatively. CONSTITUTION:An A/D converter 1 receives a detected voltage and outputs a measured value as a digital value corresponding to it at intervals of extremely short time. A difference circuit 3 outputs the difference value between the last measured value and current measured value on the basis of said output at intervals of extremely short time and a shift register 4 stores the difference value temporarily and then outputs it to an adding and subtracting circuit 5. The circuit 5 receives the output of a shift register 4 as a subtraction input and the output of the circuit 3 as an addition input to output the cumulative value of the both successively. Then, the voltage variation rate is obtained on the scale of measurement unit time which is shifted by the extremely short time while overlapping with the voltage variation rate.
